Program Director for Planning and Performance Management

Matthew Hardy is the Program Director for Planning and Performance Management. In this role, he supports AASHTO’s Committee on Planning, Committee on Performance-Based Management, and SHRP2 implementation. Matt also leads AASHTO’s policy and planning work related to connected and autonomous vehicles. While at AASHTO, Matt has worked on projects ranging from the development of the AASHTO Transportation Asset Management Guide: A Focus on Implementation to Performance-Based Planning and Programming, to transportation data. Matt has extensive experience in the transportation planning and decision-making field. He has worked with transportation professionals on the use and application of analytical tools to support the decision-making process at the local, state, and federal levels.

Matt earned a Ph.D. from George Mason University. His research centered around the application and use of simplified integrated transportation and land use models to support metropolitan planning decisions. He holds an M.S. in Transportation Policy, Operations and Logistics, and a B.S. in Urban Systems Engineering, both from George Mason University. Matt commutes by bike from Falls Church, VA to Washington, DC all year long.
