Barry Padilla

Chief, Transportation Economics Branch

Barry Padilla is Chief of the Transportation Economics Branch (TEB), Division of Transportation Planning for the California Department of Transportation.  In this position, Mr. Padilla leads a staff of economist in conducting economic and financial research; development of investment evaluation and asset management tools; and providing analysis and information to support and enhance transportation decision-making, planning, and programming functions.  His emphasis is on Benefit-Cost Analysis, Freight Valuation Analysis, Asset Management and economic modeling.  Mr. Padilla is currently chair of the National Cooperative Highway Research Program project ‘Estimating the Value of Truck Travel-Time Reliability’ research panel.  He has managed a variety of contracts including the study of economic impacts of bypasses and benefit/cost modeling.  

Mr. Padilla spent several years with the California Employment Development Department conducting unemployment claims forecasts and previously managed a variety of hazardous waste remediation projects, while working as a Scientist at the California Department of Toxic Substances Control. 

Mr. Padilla has a B. A. in Economics, with a minor in Environmental Studies, from the California State University, Sacramento.
